medical oxygen regulators

I just got my medical O2 tank filled and have a new regulator (cga 870). When I open the valve, it bleeds excess O2 from 2 bleed holes under the regulator. Is this normal? Why? It appears to regulate correctly with the dial, but why the bleed?

OK. I called the manufacturer, and they said that if the bleed holes are leaking, that there is a clog in the system. The offered to send me a new one, with a return sticker to send back the old one, even though I bought it of Ebay. I assume there are liability issues with leaking oxygen, so they have to cover their asses. The brand regulator was Access Point Medical, in case anyone has a similar issue. This concludes my shitty ebay experience. My oxygen tank had a bad valve, cost me an extra $20 to get a new one installed, and then, once I got it filled (thank god for that), the fucking regulator did not work! What a pain in the ass to be able to apply the correct, measurable amount of O2! My next lager better be spectactularly fermented!

I guess. If beer was not so god damn good, I surely would never go through all this hassle to be able to make it. Damn that good beer for making my life so complicated. But ... it's worth it.

The only time regulators bleed off is when they are relieving, as in when you are reducing downstream pressure. The have to do that to reduce the pressure. could this be happening?
