I LOVE Liberty.
Liberty is one of the "children" of Hallertau (Mt. Hood and Sterling are too).
It is very noble-like and the four can be pretty freely substituted for each other, particularly in German-style beers (Bavarian Hefe, or many of the German lagers), or light American style beers such as Classic American Pilsner, Cream Ale, or American Wheat.
I've never dry hopped with it, but I think doing so will not yield a tremendous amount of aromatics, particularly the citrusy ones that you'd expect from an APA. I'd save the Liberty for a beer where you can properly use it for its strengths and go with a citrusy variety to dry hop an APA.
