Biscuit Malt

Any idea what a good substitue for the Belgium Biscuit Malt might be ?

Victory might work, or oven toasted Vienna.

I believe Victory while not 100% the same is Briess's (or one of the other brands) equivalent/proprietary version. They are pretty interchangeable.

I have used victory to sub for biscuit. Close but just a little different. You get a bit more "nutty" taste from the Victory malt.
