I don't know about specific standards you may or may not have to adhere to (and the specific gear you may have and that gear's capabilities), but you could route the phone line channel(s) through a compressor/expander. It'll bring the lower end of the db meter up towards a more useable level and it'll soften the spikes on the upper end of the meter so you don't have to worry so much about clipping/distorting your signal. You'll have to worry a little about the expander creating/accentuating existing noise and possibly creating a pumping sound but I guess I'd rather have some noise and audible phone calls (you can control the pumping sound with longer "decay" settings) instead of mostly noiseless signal with inaudibly quiet phone calls.
Of course, maybe you already have some sort of expander/compressor set up and it's just not working in the manner you'd like.
If you don't have one, you could pick one up for not a whole hell of a lot - a couple hundred for a decently capable unit.
It's great because you won't have to hire some crazy guy to screw up your board but works nearly as well.
Or maybe your equipment won't allow you to integrate one of these and I'm just a bastard holding the Golden Apple of Phone Line Audio Control just out of your reach.
