Over-used, maybe. Overrated, NO. Probably the best and most easy to use hop for an IPA.

Hops to me are like people, each with their own personalities and things they are good at and things they are not.
Bottled: fresh hop pale ale
On tap: Moose bile strong ale
In the cellar: Taqu'il's Fat Black Imperial Stout
Lagering:
In the fermenter: Moose drool clone
In the works: Taqu'il's Fat Black Imperial stout

I haven't had more than three beers with citra, but I haven't liked any of them.

They are over used, and I for one am guilty of thinking that any beer I make with the will be delicious, but they're not all winners. I still like my cascade, centennial and Amarillo. But citra used correctly is a fantastic hop.

It's ironic that you have chosen the 3 hops most homebrewers and pro brewers make terrible beers with. I have had a couple great ones, but many bad ones with these 3.

I think they all have the potential to be wonderful, it's the brewer.

Jeez. Why you gotta pick on poor lil citra?
Perhaps a visit to the feelings calendar is in order.
I can live without them, but that's me. Centennial, EKG, NB, and Fuggles are hops that I couldn't do without. Just try not to mix em all in one beer.
Hmmmm, maybe I'll do just that. And I'll punish my citra by letting him watch the others go swimming.
