Linking to avatar from local (C:) drive

Theses are the Linking instructions for avatars on the forum:

"Link off-site:
Enter the URL of the location containing the avatar image you wish to link to."

My avatars are on my local C: drive. How do I link to them?

Create an account on a picture hosting site like Photobucket, upload your picture there, then link to that.
