Trouble with OG using Promash and Partial Mash

I am relatively new at brewing and recently began doing partial mashes. I designed two recipes in promash and have ended up with OG's much higher than expected. I set the brewhouse efficiency at 70%. So two questions:

1) Does the efficiency setting affect the extract as well as the grain?
2) Any other explanations?

My OG readings have been about 10 points too high.

I am boiling for one hour. I played around with promash and the efficiency setting does affect the extract added. It looks like you have to factor in your higher efficiency of extract with lower efficiency of grain. Even so, the gravities Im getting are high. I made a ESB with an estimated OG of 1.055 and ended up with OG of 1.066. The ony way to approximate those numbers is to move the efficiency to %100 in the software, which is theoretically impossible.

Should I check the gravity of my next partial mash?
