I would recommend a carbide tipped hole saw. a ton of pressure and very slow RPM. I've worked a lot with stainless and this is best.

Go slow use any oil.
Use drills and center drills made from High Speed Steel (HSS)
Anything else is crap.
HSS cutters are intended to be used on Metals.

Pretty much all the crap in the BORG is not with the exception of a very few items.
Any decent industrial supply can sell you HSS twist drills center drills etc.
you can get 'em on line
Here's one reputable company

You want General purpose Jobber's length for most applications:

However when you are trying to drill a hole in steel that is larger than oh say half inch you may need to use a step drill / reamer and a half inch drill with extra handles like those Milwaukee sells or preferably use a drill press and clamp or otherwise capture your work so it can't grab and spin out of control.

Knockouts are great~!!!
Drill a little hole that's easy to manage and the knockout does the rest with a shearing action. Whether you use a wrench or hydraulic operated on they are superb.

The only down side is cost. They ain't cheap.

I spent $35 to $45 each on some step bits at Sears and drilled a whole bunch of holes with those. Then when I needed to make a hole bigger than 1" I searched Amazon and found much better prices. Search for "Neiko step" in the industrial section. Here's the one I bought for $4.99. There are some sets too. Maybe they are cheap Chinese crap, but I'm not a pro so after I make a few more holes they probably won't be used for years.
