Alabama House Bill 373 has passed! THE HOPS ARE FREE!

If you live in Alabama and you love good beer, you should do this NOW!

Unfortunately, the Senate is up to its old tricks again this year. Once again, they are regularly deadlocking themselves in filibusters and voting on little to no legislation. We are in the final weeks of the legislative session, and our bill is still sitting there waiting for them to get some work done. All they have to do is work.

Time is ticking, and we shouldn’t reserve ourselves to just sitting around, waiting on them. So today, we’re starting a coordinated campaign to let them know that we’re watching, and that we want them to do the work they’ve been elected to do. Your state senator represents YOU in Montgomery, so please take the time TODAY to contact them and let them know how you feel. Don’t know what to say? Many people have never emailed their elected officials, but it’s easy. Just write something like, “My name is [name] and I live in your district. I’ve been watching the progress in the Senate this session, and I’m writing because… ” There’s really nothing to it. Remember, it’s their job to represent you. They need to hear from you, and they do read their email.

To find the name and contact information for you state senator, just enter your street address and city OR zip+4 at our legislative page. We do not use the address information entered into that form for any purpose other than making the program work. When you contact your senator, let him or her know that, regardless of their position on our bill, you want to see a VOTE on HB373, the Gourmet Beer Bill. Here are some pointers to keep in mind in your email:

* Urge that they resolve the issues that are slowing business and get our bill, HB373, up for a vote.
* Stay friendly. You may be angry, but a positive tone is more likely to get them to listen to you
* Do this TODAY! Like I said above, we’re approaching the end of the session, and we’re not the only bill on their agenda.

So, it was a historic day on Tuesday, April 28th 2009, as House Bill 373 (AKA The Gourmet Beer Bill) came closer than ever to being passed in the great state of Alabama. The Senate actually decided to do something, and the bill came up for a vote. It was amended to exclude convenience stores from being able to sell the higher ABV beers, but that's a minor issue compared to the fact that Alabama is one of TWO states left in the country that limits the ABV to under 6%. Things were going fine, until Senator Hank Erwin threatened to "talk forever" (AKA filabuster) about the Beer bill and the Wine bill. As it stands now, according to the good folks at Free The Hops, the bill is now subject to being called at the drop of a hat. No more special calendar. As soon as Senator Erwin is out of the hall, the Senate can vote on it.

Send good vibes toward Alabama, please. The last thing we need is a Prohibitionist yahoo preventing us from becoming the 49th state in the union to allow beer sales over 6% ABV. Thanks!

As far as I've heard, they already did. Congrats to those in West Virginia! I hope that we here in Alabama are not far behind (as it seems we are in a lot of things).

Just before 3:00pm today, the Alabama Senate passed HB373. Success. Vindication. The blood, sweat, and tears of all of our many supporters paid off.

BUT. We are at a point where we must have the Governor’s signature for our bill to become law.

We need to do everything we can to encourage the Governor to either sign our bill. That’s why we’re asking everyone in the state who values personal freedom and who thinks the Alabama government should stop telling us which beers are ok to drink and which ones we can’t handle to contact Governor Riley immediately. By phone, fax, or email, whatever works best for you.

We’ve even had one of his former staffers give us some tips on how best to go about this:

The volume of letters and phone calls that he receives on a particular issue is reported to him every morning, and he takes them seriously. … A couple quick points:

* They have a pretty sophisticated constituent database, so multiple calls/mail from the same person won’t accomplish much. They report to him the number of persons, not the number of communications.
* Any arguments that sounds like something the gambling folks would say should be avoided (”People go over state lines to do it anyway…”). You don’t want to equate yourself with those guys in his mind.
* Arguments about personal liberty and economic development will probably have more sway.
Pointing out the surrounding states that allow it will also be helpful. The fact that GA, NC, SC, and WV have passed these bills in the past couple years is persuasive.

Just keep it short and to the point. Let him know you support the bill and why.

The Hops have been freed! Well, sort of. Alabama Governor Bob Riley signed the bill yesterday, raising Alabama's ABV cap (the lowest in the nation) from 6% to 13.9%. Not a full raise, but it does open up many new opportunities. Considering all of the static that the bill caused among religious extremists and others ("Now people are going to get drunk twice as fast!" is a common argument here), baby steps are the way to go. Next up for Free the Hops...the container size limitations. Current state law caps those at 16 ounces, although local city and county governments can choose their own restrictions. It's rare, and the places that do have relaxed container restrictions usually just have bombers of BMC and maybe Heineken. I know the AHA is also trying to gain more support to legalize homebrewing in the state.

However, this is a victory for beer lovers in Alabama! Time to celebrate! :jnj
