One secnario:
If you're going for about 65IBU in a standard 1.065 American IPA:
I think that a good compromise is to hit a good isomerized hop threshold of about 18-20 IBU in the first 45 min, and then hit the last 45IBU in the last 15 min. That way you're getting most of the benefit without going through as many hops, as quickly.

I can't help but wonder if there aren't certain interactions over the normal length of a boil with the bitterness addition that would be lacking by only doing late addition. But if it works for you good enough.
