what would an extract/specialty grain brewer to for the rye?

I poled around a bit and haven't found it in extract form.

You would need to do at least a mini mash

Just listened to the Brewstrong on dryhopping... and they were leaning towards dryhopping right when fermentation was winding down... but at about 80%, which is probably right where you are at. You don't nec. need to rack to a secondary, but it might be a good time to dry hop now, if you want to do it the Tasty (McDole) way.
