Why is a turkey fryer not an option? It meets all your criteria: cheap, outdoor, boils things.
I need an inexpensive, human-powered, two-wheeled conveyance to get me to work in the morning other than a bicycle. Any suggestions?

Turkey Fryers are sold out around town.

Free shipping, would do the job. I have one similar to this, bought it at home depot or $40 summer of last year I think it was. All you need is a propane tank and I've made lots of beer on mine, I even use the burner for my keggle now. I was very surprised it would support it but it's been fine and now I use the 30qt pot the kit came with in the kitchen to heat up sparge water (I do quite a few sparges).
