Find a Fire & Saftey Equipment shop. They re-fill CO2 tanks and its where I picked up my big Red 20lb tank. 10-12 bucks for a re-fill.

A couple years ago I picked up a 5# tank with regulator and sanke tap and faucet for $15 at a yard sale. Last spring I found a 20# tank next to a dumpster behind a shut down bowling alley. They can be found cheap if you keep an eye out and have a little luck.

disgruntled employees of a welding supply shop.

I've got 2 50#, 3 20#, 1 15#, and 2 5#. Plus a 50# of O2.
Probably cost me $100 total (filled).
