I think I remember from high school chemistry that the speed of chemical reactions is doubled with a 10 degree (F since C hadn't yet been invented when I went to high school :) ) increase in temperature. Forinstance, how long does it take to dissolve sugar in ice tea compared to hot tea???

Although this may be a good rule of thumb it is obviously subject to other things that may be brought about with temp increase as noted by Bugeater in the above post.

As far as sanitizer goes, I would use this info to allow for a longer contact time if the temp was 50 degrees as opposed to 100 degrees. If you use a lot of energy to heat up your sanitizer just to make it work quicker, I think green guys like Justin might get pissed.
