At the place I use, They stamped and tested my new tank for free, then they allow me to just swap it with one of theirs. This is cool because I always have a tank that passes the test every five years. I also rent a 20# and a beer mix. the tanks cost $20 a year each. So far it has been a good deal.

I do the exchange at a local fire extinguisher place. They fill them there, so they always (so far) have one ready to exchange. I can't remember the initial fee (about $20-$30), and its $6 an exchange. I will only ever pay $6 to swap out a keg (assuming prices don't go up); there's no recurring rental fee.
