I'd go with Category 21, Spice/Herb/Vegetable because of this line in the category description:

"This category may also be used for chile pepper, coffee-, chocolate-, or nut-based beers (including combinations of these items)."

Yep, I think he entered it as 21A. I have a Hazelmocha Cream Stout that I might enter at some point in that category.
