So i purchased a digital controller that does heating and I coupled that with the brew belt and that did the trick. My garage is about 40-45, and the controller kept it at 60 degrees. I am doing a dunkelwiezen, so i wanted to ferment low. I then bumped it up tp 65 degrees to finish up, and it is holding perfect.

Yeah +1 on a brew belt coupled with a thermowell stopper and a digital temp controller. I've read about some brewers using the same belt for 6 - 8yrs ---- after hearing about the shorting out I'll have to treat the belt a bit more gentle

I purchased a seed germination kit at walmart for $24.00 - it came with a seedling heat mat. it's about 12x24 - I wrap it around the carboy if i'm doing a single batch, or in the case of a double batch or two concurrent batches i set two carboys on top of it - it keeps my brew perfect at 25c (77F). To control the temperature I wrap the carboys in a chunk of carpet or a blanket if i need it warmer, or just leave it open to the air.
