Depending on your set up, a small block of wood with a bit of wire on one end may be sufficient to be able to slip over the handle so your cat can't open your tap.

Well, there's always the tried and true solution of mixing anti-freeze and tuna fish...but if expedience and discretion are key, lots of guys I know use a CO2 powered pellet gun with pointed hunting pellets.

How are your taps set up, if you have them sunk in a wall or something you could always put a door on the faucets with a lock. Keeps a unwanted pests out including children.
I agree with the tap lock thing, but you are right they are very pricey, Though looking at them I am think like many things in this hobby they are far overpriced for what they are. I am pretty sure you could rig up some kind of lock for the taps just buying a standard long ring lock from your local hardward store and could probably get away doing it for $30 bucks or so a peice.
