Alternative to Victory malt?

What can I use to replace Victory malt (28 °L)?

Could either Aromatic (Dingemans, ~25 °L), Melanoidin (Weyerman, ~35 °L) or Biscuit (Dingemans, ~25 °L) malt work?

Victory is closest to biscuit malt.
