no lupulin?

I have second year EKG's, with about 60-70 fully developed cones, which have been present for 4-6 weeks. The problem is I have not seen any yellow flecks that would, to me, signify lupulin formation. I am growing these plants in a potter, due to my apartment-living status, and I was wondering if this could prevent complete maturation. Any help would be appreciated

Of all my plants the goldings had the toughest time. I live in Dc area and my cascade, mt hood, cent and chinook did well. Could be your climate. Did you fertilize. I did miracle grow every week or two and watered daily. Spray with insecticides until the cones come in. Not sure if that helps.
