Water question for Doc.

Doc, Im asking you this specifically because after hearing the water show it sounds like you are to man for water knowledge. This is probably a bit of a newbie question(my handle is newbiebrew, what do you expect) but I am still trying to understand how softness and hardness in water tie into acidity and alkalinity. If you have hard or soft water does that mean that you have either alkaline or acidic water? Also, I just read in Ray Daniles designing great beers that total hardness minus alkalinity equals permanant hardness so does that mean that alkalinity is just temporary hardness and if so then could you just boil your water to drop the ph. Also could you explain how buffers work?
