I rack carbonated beer all the time without issue. I often will do a pressurized fermentation at about 15psi to reduce esters and allow me to ferment slightly warmer. Depending on what I'm brewing of course. I also find it works out great for IPAs since more of the hop aroma seems to be retained...YMMV.

At any rate after fermentation the beer is carbonated already so I need to rack it to either a keg or a secondary (depending on what I'm doing with it). I never have an issue racking it.
