Help me identify this part!

Thanks in no small part to you all and the BN, I've been hired as a part-time Assistant Brewer at Barley Brother's Restaurant and Brewery here in Lake Havasu City. Still gotta keep the full time job for a little while longer. 
While cleaning the other day (yea, assistants do a lot of that) I came across a stainless assembly that no one knows what to do with. It is said to have shipped with the system when installed new over 15 years ago. I've contacted the mfg of the system, J.V. Northwest, and they say that it must have been a custom part, but they can't identify it's purpose either.
It's obviously not designed to support much weight or stress, it's just too cool to throw away, and the search for it's purpose has become kind of comical. We've scoured the entire system, and can't figure out where it was originally supposed to go. So, I put it to you, the BN Army, to help me determine what the heck this thing was designed to do.
