Stepping up yeast

How about a quick rundown on how to step up starters... got my 2 liter Erlenmeyer, but need X + 2 liters of starter, JZ states that he only uses 2 liter Erlenmeyers bt how does he do it ??

I believe you decant off most of the fermented wort and pour your new wort over the yeast.
