It likely doesn't scale just based on volume/hour either... perhaps some sort of logarithmic type relationship?

I would imagine it also varies based on the gravity of the boil. This might be small in the grand scheme of things, but conceivable.

Same principle would apply as adding salt to water to raise the boiling temp... although once it's at boiling, I'm not certain of the thermo dymanics there...
